Separately or at the same time?

Mail is simple -- use POP and give them an invalid shell.
FTP is simple -- give them a shell not in /etc/shells.
telnet is harder -- if they can telnet in they can use the above.  

If you're more specific as to how you need to restrict users we can be
more helpful.
