Well, both really.
gzip'ing was taken out a while back to cut back on machine load; there was
some comment to that effect in the message you get logging into
ftp.freebsd.org; that tar'ing still works but gzip'ing has been disabled
due to load considerations.
That, and the handbook SHOULD be updated.
