if using emacs, get the psgml package:

 ftp://ftp.lysator.liu.se/pub/sgml/psgml-1a8.tar.gz

 untar and put all the *.el & *.elc files in it into:
  /usr/local/share/emacs/site-lisp  <-emacs-19.29.1
  /usr/local/lib/emacs/site-lisp    <-emacs-19.25

 add to your .emacs file:

; sgml support for fbsdDoc
;
(autoload 'sgml-mode "psgml" "Major mode to edit SGML files." t )
  ; menus for creating new documents
  (setq sgml-custom-dtd '
  (
