Most mount_XXX programs are somewhat broken if used as user interface. 
Mount(8) is the only way to mount filesystems from /etc/fstab, anyhow.
I think, primary user interface is mount(8) combined with $EDITOR /etc/fstab 
(unless we are talking about fixit floppy, of course).
