If it is an IDE CDROM you should be using something like

controller wdc0 at isa? port "IO_WD1" bio irq 14
controller wdc1 at isa? port "IO_WD2" bio irq 15
options ATAPI
device acd0

instead. 
mcd0 is for some old devices, not for normal IDE devices.

Because that is where the controller for the secondary IDE bus lives ?
