With sc(4), font is loaded into the video card.
In rc.conf:

font8x16="cp866u-8x16"
scrnmap="koi8-u2cp866u"
keymap="ru.koi8-r"
allscreens_flags="80x30"

~ $ locale
LANG=ru_RU.KOI8-R

Please don't force people to change locale to Unicode
in case of motherboard replacement to Intel video.
