FreeBSD does support non WinModem PCI modems, there are currently only
3 that FreeBSD knows about though:
3COM PCI FaxModem
ActionTec 56k FAX PCI Modem
SmartLink 5634PCV SurfRider

(I have the SmartLink one and it works fine)
