Review of the SSSD build documentation exposes the existence of "--enable-pac-responder" in the configure script implying that= PAC is not enabled by default, which would explain the error. A patch to Makefile updating CONFIGURE_ARGS to include "--enable-pac-respon= der" failed to result in a built package, but the opposite worked.
