Could someone please look into this issue?

I have very same failures after upgrading from 11-STABLE to 13-STABLE, or f=
rom
12-STABLE to 13-STABLE.

My systems are not busy and the amount of used swap is tiny. Just after OS
reboots, pf is working as expected. But they tend to fail when their runtime
getting longer.

I suspect this is regression, one or more of these mentioned changes or oth=
er
commits between 12-STABLE and 13-STABLE are the cause of the failure.
