Investigating more, I discovered that the iso8879 directory under /usr/local/share/sgml is created every time the make install command is executed.  In it is a catalog file.  I do not know what function it has, but it's apparently creating it and then complaining that it's there.  Renaming the file and trying again produces no difference - the file (and entire directory) is created by make install and the subsequent failure occurs.
