As far as I know you are right in regard to the license.

But pdflib and pdflib3 installed some files with the same
name, i. e. pdflib and pdflib3 couldn't be installed both
and mod_php4 was the only port using pdflib...

We'll see how many people will complain that pdflib is missing,
now.
