My one and only post to this thread:

It is clearly not identical to the current license as it imposes an
additional burden upon any user of the licensed work.  They must
check what "payment" they are required to make.  Plus what happens
if the website changes?

More fundamentally it completely undermines the entire point of
the BSD licence.
