Umm... this is on 4.x, right?  Have you tried making more pty device
nodes?  Thus:

  # cd /dev
  # sh MAKEDEV pty1           # 32 more nodes...
  # sh MAKEDEV pty2           # another 32 nodes...
  # sh MAKEDEV pty3           # etc...
