Well, it is not. Can you copy + paste what your make prints?

Maybe you have WITH_CUPS set in your /etc/make.conf or 
/usr/local/etc/ports.conf (if you are using portconf)?

As always, even your local default can be overridden with WITHOUT_CUPS=yes.
