 I have submitted PR 175418 that contains patches for vis(3) to add
 multibyte character support.

 With that patch, ps(1) then works as-is and properly displays multibyte
 characters in process arguments.  So if PR 175418 is accepted, the
 patch in this PR is no longer needed.
