Actually, this is probably irrelevant as you should be doing the
installworld and mergemaster in single-user mode. It's long been
listed as mergemaster last but I just ran though the flow quickly and
it looks to me like it will work as well in either order. But it is
critical that both installworld and mergemaster be run before the
system returns to multi-user mode.
