I guess you could, but part of the purpose is to help you if the system
were to crash.  Since everything in that directory is 'standalone', you
don't need any libraries that may be inaccessible in the event of a
filesystem failure.  But, i guess you can delete it if you want.  Or maybe
just sysinstall, if you are sure you won't need it.
