I think ssh and screen use /dev/ptyp* devices.

Did you create the device nodes in /dev ?

# cd /dev
# sh MAKEDEV pty3

(this makes 128 pty's)

Note the argument to MAKEDEV is pty[0-7] which creates n+1*32 pty's.
