I believe there is only one version of Netscape 4.0x, and that one is
partially dynamically linked (the FreeBSD system libs) and partially
statically linked (Motif, et al).

I don't think Netscape produced any other versions, and honestly, I
can't see a lot of reason to produce such a version.  You can ask
them, however.
