Take a good look at the INSTALL.TXT in the release's directory (eg.
/pub/FreeBSD/2.2.6-RELEASE/INSTALL.TXT) on what to get and how to install.

A bare minimum should be bin, manpages, and the kernel sources. Anything
you don't install right away can also be installed after you have FreeBSD
up and running.
