Try installing it manually:

pkg_add -v
ftp://ftp.freebsd.org/pub/FreeBSD/ports/i386/packages-4.5-release/All/cvsup-
16.lf.tgz

if you'd rather download it first - do:

fetch
ftp://ftp.freebsd.org/pub/FreeBSD/ports/i386/packages-4.5-release/All/cvsup-
16.lf.tgz
pkg_add -v cvsup-16.lf.tgz
