Have you tried building a GENERIC kernel with this config?  Also have
you cvsup'd your source tree.  I know you re-downloaded the source
from /stand/sysinstall, but you may want to get it via cvsup.=20
Especially with the 5.4 RC's.  If you are able to build a GENERIC
kernel, and the problem occurs after a cvsup then I would suspect
there is something broken in your custom config.
