More localized: 'Telefonanlage'. 

It's a term from the Telecommunications Industry. 

'Private' doesn't imply anything
non-business related, but simply means customer equipment
from their point of view. It's main property is that 'we do not
own it'.  (The whole telco terminology is
riddled with this slightly strange point of view, cf the
mess with 'DCE' and 'DEE')

Not suprisingly the opposite thing (die 'Vermittlungsstelle')
is typically not called 'Public Branch Exchange (PBX)', either :-)
