Yes, page 3 is the format device page.  I think you should edit
page 3 and then format.

There is a way to specify the range of block numbers in the mode
select header which isn't supported by the scsi(8) mode page editor.
Maybe some drives will have trouble formatting to new sector sizes
without adding a flag to specify block ranges.
