Have you confirmed that 'operator' has a valid home dir?

For my config I have set the homedir to /usr/local/etc/amanda.

/usr/local/etc/amanda is owned by user operator and has permissions 750
/usr/local/etc/amanda/.amandahosts is owned by user operator and has
permissions 400
