...but if you don't have the 'dict' distribution installed before you start
'make world', it will fall over like this. 

I agree that this is stupid, and I'm not 100% sure that it _is_ your
problem, but suffuce to say that when I build a 2.1-to-become-stable
system, I install the 'bin' and 'dict' distributions because I've
been burnt by this one before...
