getting the numbers right is no harder than deciding where to insert 
a startup clause into rc.local..
anyway, somentimes you want to add something that may need to be started
BEFORE something else that is in /etc/rc 
which means that you have to edit /etc/rc, rather than /etc/rc.local.
the sysV startup script is implimented entirely
within the /etc/rc[0123456] scripts
