please change:

is ${CONFIGURE_ENV}.

to:
CONFIGURE_ENV   Environment variables to be set for the cmake binary.

(i am pretty sure this is true, i was wondering what was going on with the =
port
i was working on, CMAKE_ENV was not functioning)
