I get the same behavior when I telnet from a Windows machine to my 
qmail-running FreeBSD box. I wouldn't worry about it too much.

As far as relaying goes, yes, you do have to authorize it before 
anything will take place. Are you using ucspi-tcp to invoke qmail's 
smtpd?
