I doubt, that there is a machine fast enough to encode mpeg video
in real time in software. Just have a look at fxtv and the scripts
it does for encoding captured video. And how long it takes to
actually encode it.

Icecast is for audio only.

What you want is vic combined with vat (in /usr/ports/mbone).
