I believe that this commit is against to HEAD, not to RELENG_4; rcNG files should be there IMO. Checking the existence is always useful, but the check is alwasy true :-) Or do you mean that it refuses to build 5-current within 4-stable sandbox? Maybe that's right, but why 4-stable?
