Are you building with -DNOCRYPT and/or -DNO_OPENSSL?

I believe it to be fixed as I just committed a fix from Marius Strobl about
this very problem.

I just tested it with NOCRYPT and it worked.  Don't forget t includes a
patch in contrib/ntp.
