That's funny, requirement for libtool was introduced nearly two years ago.
What version of FreeBSD are you using and what is the version of
the Makefile? (grep FreeBSD /usr/ports/databases/db3/Makefile)

Anyway, if you install /usr/ports/devel/libtool first it will work
also.
