No, this is not necessary, as buildworld enforces checking and
upgrading the make(1) if necessary.  (ALWAYS_CHECK_MAKE is for
other standard targets in src/Makefile.)

Yes, there was a bug introduced in rev. 1.428 of Makefile.inc1,
and fixed shortly after in rev. 1.429.
