rc.network != netstart. netstart is the thing you can run in single user
mode to kick off minimal networking. It is not otherwise used. All this
change does is kick off pccardd when running /etc/netstart manually in
single user mode if it is configured to do so. (I hope.. I have not read
the diff yet, so I will have to eat humble pie if not :-).
