man cvsup and look at "Refuse Files"

Mine looks like:

$cat /usr/local/etc/cvsup/sup/ports-all/refuse

ports/INDEX
ports/chinese/*
ports/german/*
ports/japanese/*
ports/korean/*
ports/russian/*
ports/vietnamese/*
