The reason I believe that it might be my modem is the fact that I just
replaced my motherboard and CPU, and RAM and I'm still having problems.  The
only piece of hardware that has remained a constant is my modem.

I too am using the USR Sportster 28.8/33.6, VoiceFax External modem, and had
similar problems with 2.2.8 release, which I felt were cause by a faulty
install from a faulty CDROM.  I reformatted the HD and re-installed the
2.2.6 version, and now can not get it to work.

Am considering buying a different 56k V90, but have not yet decided on
brand.

Do you suspect that the USR is the problem?  Have you any feedback that may
indicate that?

What type of Modem are you using?  I'm using a USR Sportster 28.8/33.6
external modem with 2.2.8-release.
