You don't create the PID file yourself, apache does that.  Did you install
apache from the ports or by hand?  If you installed by ports, then you should
be able to run '/usr/local/sbin/apachectl start' or
'/usr/local/etc/rc.d/apache.sh'.  If you did it by hand, then maybe you did
something wrong in the configuration step.
