I'd give up on this machine; there is obviously something _fundamentally_
broken with it, if the boot code can't even get to the point where it
outputs the banner.

Which chipset?  You may want to try pulling the DTC SCSI controller - it's
not supported anyway, so unless you have an IDE controller, it's time to
start looking at a new machine.  (I don't know whether it counted as 
"essential" above)
