Just having apm0 enabled in the kernel didn't do it for me either.  I had to
add apm_enable="YES" in /etc/rc.conf to get shutdown -p to do its thing...

Are you sure? Last time I wanted to control just poweroff, I didn't
need to enable apm via /etc/rc.conf.
