ctm_rmail will unpack the second copy of cvs-cur.2003.gz over the top of
the existing file.  Then, since .ctm_status will contain a number >= 2003,
ctm will not be called to process it.  Even if you ran ctm by hand, it
would reject it.  It's pretty fool-proof, really.
