That could be your problem... On some systems Apache gets started by a
script placed in /usr/local/etc/rc.d/apache.sh

If that script is being run _after_ rc.local has run Apache then you will
get that error (but apache will actually be running)...

Have you tried connecting to the machine with a web browser?
