It doesn't do that on my system (4.2-RELEASE), maybe this is different
for other releases.

Anyway, editing /etc/master.passwd will work too. But don't forget to do
a "pwd_mkdb /etc/master.passwd" afterwards, to update the pwd.db and
spwd.db files.
