Given the press and the inherent problems with SOAP

My suggestion:

Have a define NO_SOAP...

I simply do not want it in any of my systems.

The makefile can then require it or not...  gtkhtml-1.0.4_1 for example
does NOT need it
and others (dunno what) can fail.
