Patch to build and install libparpack

The attached patch adds an option MPI to build and install libparpack.

This library is used by cad/elmerfem (Cf. PR ports/193531).

In this patch, this option is not set by default, and I foreseen to add a slave
port to build a package with this option, unless you prefer to add it to
OPTION_DEFAULT.

Note 1: elmerfem could built this library internally, with its bundled sources,
but it's better to re-use the existing port.

Note 2: I switched to an external plist, because many files are added.
