The tar files are indeed different, but it looks like the only difference is the ustar "version" field in the tar file; it's "00" (standard POSIX) in the original file, whereas it's "0\0" in the new one. (The tar header checksum is also different, as a consequence.) The untar'd directories are identical according to diff -r.
