If you are using X you can do it with xmodmap(1).  You could probably do
something like:

$ echo "keycode 110 =3D " | xmodmap -

=2E..assuming that your Pause/Break key is keycode 110 as on my machine.
You can find out which keycode the key generates using xev(1).
