Looks like cvsup port needs this port:
/usr/ports/x11-toolkits/libXaw

Looks like you haven't got a proper cvsup port, or maybe 
/usr/ports/Mk/bsd.port.mk or something it includes is
(something that defines "install") is missing.

Maybe re-install ports (with "/stand/sysinstall"?)?
