You can't get public IP's without a fight, why should the people that
actually get them let people use them without a fight as well? If an ISP
were fined or IP's were dropped from routes, and they were responsible for
it, I think they would be a lot more carefull of who's doing what on their
network.

The ISP is the gateway to the Internet. They are "usually" responsible
admins. They DO have total control over ALL of the traffic that their
customers use.
