May I know the reason why the support for WITHOUT_XMLTO and WITHOUT_NLS
knobs were not included despite being approved by maintainer? I only
remember disagreement about plist entry hack for manpage symlink.

textproc/xmlto dependency is quite heavy. It was one of the reasons why
I initally felt reluctant about testing the port.
